Confirmation from ArenaNet that you can still get in to the next beta without relying on Portal RNG, you can rely on their Newsletter RNG instead. (https://forum-en.guildwars2.com/forum/game/hot/About-the-Portal-to-Maguuma-s-Heart/first#post5039872)
